City of Bedford, DEQ agree

New water line will cost approximately
$500,000
City of Bedford representatives met Friday with the
Virginia Department of Environmental Quality (DEQ) in Richmond and
agreed upon an accelerated strategy to clean up groundwater
contaminated by the city's closed landfill on Bell Town Road. The
city addressed concerns expressed by the DEQ by adding what City
Manager Craig Meadows called an aggressive action plan to control
the migration of contaminants from the landfill. The city also
reported on the status of a public water line installation. The
contract has been awarded, design is underway, and construction is
expected to begin late spring and be completed by the end of this
year.
The city expects to pay
approximately $500,000 for the new water line, Meadows said
Monday.
An informational meeting is slated for today
(Wednesday) at 6 p.m. at the Bedford Central Library between DEQ
representatives and residents of the Bell Town Road neighborhood
whose water wells have been affected by leakage from the old
landfill.
The city and DEQ have devised a series of actions,
many of which have already been initiated, that will control the
source of contamination, clean up the groundwater, protect surface
water quality, and provide permanent public water to homes along
Bell Town Road. These actions are in addition to those already
undertaken by the city to provide safe drinking water to area
residents. Mayor E. Thomas Messier, who attended the meeting in
Richmond, said City Council has committed financial resources to
fund the clean-up and feels strongly that the Council should support
these actions.
The agreement establishes a schedule of
ongoing activities, including fieldwork, sampling, and data
evaluation necessary to complete the Corrective Action Plan that
will include detailed plans for each component of the site clean-up.
The city and DEQ plan to meet regularly and share the results of
ongoing fieldwork to fine-tune the design of the clean-up actions.
Continued communication between the city and DEQ will expedite the
permitting process for the action plan.
The old Bedford
landfill operated from the 1960s to 1993 .
